Centre's fiscal deficit touches 42.1% of full-year target in April–September

· New Delhi, Delhi · Source: IANS via HiIndia, 30 Oct 2026

In 60 seconds: The Centre's fiscal deficit stood at ₹7.14 lakh crore in April–September, the first half of 2026-27, according to Controller General of Accounts data released on Friday. That is 42.1% of the full-year target of ₹16.96 lakh crore. Net tax revenue reached ₹12.76 lakh crore, while total spending climbed to ₹25.5 lakh crore from ₹23 lakh crore a year earlier, partly because fertiliser and fuel subsidies rose.

Why it matters

A smaller deficit means the government borrows less, leaving more money in banks for loans to businesses and families. Rising subsidy bills could make the 4.3% target harder to hit.

Explain it simply

If a chaiwala spends ₹250 a day but earns only ₹180, he borrows ₹70 to keep going. That daily gap is his fiscal deficit.

The 3-minute read

What happened

Total receipts were ₹18.35 lakh crore, or 50.3% of the budget estimate, against 49.5% at the same point last year. Non-tax revenue was about ₹4.81 lakh crore, up from ₹4.7 lakh crore.

Background

Subsidies cost ₹2.2 lakh crore, 54% of the yearly estimate of ₹4.1 lakh crore. Higher petroleum and fertiliser prices linked to the Middle East conflict pushed this up. Food subsidy alone was ₹1.02 lakh crore.

How it works

Fiscal deficit is the gap between what the government spends and what it earns, leaving out borrowing. The government fills this gap mainly by borrowing.

What's next

Capital spending on highways, railways and ports reached ₹6.5 lakh crore, up from ₹5.8 lakh crore. The government will have to balance such spending with subsidy costs in the second half.

What it means for you

When the government borrows less, banks have more to lend, which can help keep loan rates for homes and businesses in check.

Key numbers

  • ₹7.14 lakh crore: Fiscal deficit, Apr–Sep 2026
  • 42.1%: Share of full-year target used
  • ₹16.96 lakh crore: Deficit target for 2026-27 (4.3% of GDP)
  • ₹6.5 lakh crore: Capital spending, Apr–Sep 2026

Both sides

  • The government: It met last year's target and has lowered this year's goal to 4.3% of GDP while still raising capital spending.
  • Cautious voices: Costlier fuel and fertiliser are swelling the subsidy bill, which could strain the deficit target.

Likely exam question: What is fiscal deficit and why does it matter? How do rising subsidies affect the government's fiscal targets?
