Dearness allowance for central staff and pensioners rises to 63% ahead of Diwali

· New Delhi, Delhi · Source: The Week, 28 Oct 2026

In 60 seconds: The Union Cabinet on Wednesday raised dearness allowance for central government employees and dearness relief for pensioners by 3 percentage points, from 60% to 63% of basic pay or pension, with effect from 1 July 2026. About 48.54 lakh employees and 68.71 lakh pensioners will benefit. The hike will cost the exchequer ₹10,016 crore a year.

Why it matters

Over 1.1 crore people get more money before the festive season, which also lifts spending. DA protects salaries from being eaten up by rising prices.

Explain it simply

If a cup of chai costs more every year but your pocket money stays the same, you can buy less. DA tops up the pocket money so you can still afford your chai.

The 3-minute read

What happened

Information and Broadcasting Minister Ashwini Vaishnaw announced the decision of the Cabinet chaired by Prime Minister Narendra Modi. The increase applies to both DA for employees and dearness relief (DR) for pensioners.

Background

DA is revised twice a year, from January and July, using a formula based on the 7th Central Pay Commission's recommendations. The formula tracks retail inflation for industrial workers.

How it works

Because the hike counts from 1 July, employees and pensioners will also get arrears for the months already passed once the order is issued.

What's next

The finance ministry will issue the formal order. Many states often follow with similar hikes for their own staff, though they decide separately.

What it means for you

A central employee with a basic pay of ₹50,000 gets ₹1,500 more a month from a 3-point DA hike.

Key numbers

  • 60% → 63%: DA/DR as share of basic pay or pension
  • 48.54 lakh: Central government employees
  • 68.71 lakh: Pensioners
  • ₹10,016 cr: Yearly cost to the exchequer

Both sides

  • The government: The hike helps employees and pensioners cope with rising prices.
  • Fiscal watchers: Each hike adds to the government's fixed salary and pension bill.

Key terms explained

Dearness allowance
Extra pay given to government staff to offset rising prices.
Exchequer
The government's treasury, from which it spends money.

The story so far

  2. Jan 2025: Centre approves setting up the 8th Pay Commission. In January 2025 the Union Cabinet approved setting up the 8th Central Pay Commission to revise central government pay and pensions.
  3. Today: DA and DR raised to 63% from 1 July

Exam notes (UPSC, SSC, Banking, PSC)

  • Dearness allowance is revised twice a year, effective 1 January and 1 July.
  • DA is linked to the All-India Consumer Price Index for Industrial Workers (CPI-IW), compiled by the Labour Bureau.
  • Central Pay Commissions are set up by the government through an executive order; they are not constitutional bodies.
  • Pensioners receive dearness relief (DR), the equivalent of DA for serving employees.

Likely exam question: What is dearness allowance, and how is it linked to inflation?
