Floods after Cyclone Arnab hit 62,500 people in southern Odisha and strand trains

· Ganjam, Odisha · Source: Down To Earth, 29 Oct 2026

In 60 seconds: A day after Cyclone Arnab's landfall, floods have hit southern Odisha. About 62,500 people are affected in Ganjam and Gajapati districts, and over 29,000 have been evacuated. Patrapur block received 546 mm of rain in eight hours on Wednesday. The Rushikulya river breached an embankment, and high water near Ichchapuram on the Andhra-Odisha border left several trains stranded.

Why it matters

A cyclone's danger does not end at landfall. Extreme rain afterwards can flood villages, cut rail links and destroy crops far from where the storm first hit.

Explain it simply

Pour a whole kettle into a small cup and it overflows. Half a metre of rain in a few hours does the same to rivers and reservoirs.

The 3-minute read

What happened

In Ganjam, 299 villages in 22 blocks are affected and 2,328 people in 70 villages remain surrounded by water. In Gajapati, 711 villages in seven blocks are hit. Hundreds of pregnant women were moved to safety.

Background

Chikiti block received 289 mm of rain. The Bahuda river also rose sharply, and landslides blocked the Kalinga Ghat road in Kandhamal and a road at Taptapani in Ganjam.

How it works

Ganjam has deployed 27 ODRAF, 3 NDRF and 24 fire service teams, and Gajapati 12 ODRAF, 1 NDRF and 12 fire teams. Coast Guard helicopters are being considered for cut-off areas.

What's next

Chief Minister Mohan Charan Majhi briefed Union Home Minister Amit Shah, who assured central help. Damage to homes, crops and power lines is still being assessed.

What it means for you

If you live in a flood-prone area, follow district alerts, keep documents in waterproof bags and move to shelters when told.

Key numbers

  • 62,500: People affected in Ganjam and Gajapati
  • 29,300: People evacuated
  • 546 mm: Rain in Patrapur block in eight hours
  • 2,328: People still surrounded by floodwater in Ganjam

Both sides

  • The state government: Public safety and coordination among agencies are the top priority.
  • Affected residents: Some families have lost everything and must start again from scratch.

Key terms explained

Evacuation
Moving people out of a danger zone to a safe place before or during a disaster.
Embankment
A raised wall of earth or stone along a river to stop it from flooding nearby land.

The story so far

  1. Oct 1999: Super cyclone strikes Odisha, killing about 10,000 people. The 1999 super cyclone led Odisha to build cyclone shelters, early-warning systems and its own disaster response force, making it a model for mass evacuations.
  2. 28 Oct 2026: Cyclone Arnab makes landfall on the Andhra coast near Yanam. The very severe cyclonic storm hit the coast with winds of 125–135 km/h, and southern Odisha was put on alert for very heavy rain.
  3. Today: Floods after Cyclone Arnab affect 62,500 in southern Odisha; trains stranded

Exam notes (UPSC, SSC, Banking, PSC)

  • The National Disaster Response Force (NDRF) was constituted under the Disaster Management Act, 2005.
  • Odisha's ODRAF (Odisha Disaster Rapid Action Force), set up after the 1999 super cyclone, was India's first state disaster response force.
  • The mouth of the Rushikulya river in Ganjam is a major mass-nesting site of Olive Ridley turtles.
  • Cyclones in the north Indian Ocean are named from a list prepared by the WMO/ESCAP Panel member countries, with IMD's RSMC in New Delhi issuing the names.

Likely exam question: Why does flooding after landfall often cause more damage than a cyclone's winds? How has Odisha improved its disaster management since 1999?
