India and Mexico launch talks on a preferential trade agreement

· Source: The Tribune (ANI), 28 Oct 2026

In 60 seconds: India and Mexico have formally launched talks on a preferential trade agreement by signing its terms of reference. Commerce Secretary Rajesh Agrawal and Mexico's Undersecretary of Foreign Trade Luis Rosendo Gutiérrez Romano signed the document. Talks will cover market access for goods, rules of origin, customs and dispute settlement. Two-way trade fell 9.11% to $7.83 billion in 2025-26. India exported $5.73 billion of goods, mainly cars, auto parts and medicines.

Why it matters

Mexico's new tariffs of up to 50% hurt Indian cars, textiles and steel. A deal could win lower duties and help exporters compete with rivals that already enjoy cheaper access to a gateway to North America.

Explain it simply

Two chai stalls agree to give each other a discount on a few items, like sugar and milk, but not everything. That is a preferential trade agreement.

The 3-minute read

What happened

The terms of reference set the framework, scope and roadmap for the talks. Priority sectors include automobiles, chemicals, electronics, pharmaceuticals, agri-food, energy, critical minerals and medical devices.

Background

India's imports from Mexico fell 26.59% to $2.11 billion in 2025-26. Crude oil is the biggest item India buys from Mexico, along with gold and chemicals.

How it works

A preferential trade agreement cuts or removes import duties on an agreed list of goods, unlike a full free trade agreement that covers most trade.

What's next

Negotiating rounds will follow; no deadline has been set. The two sides also discussed a Mexican business mission to India in early 2027.

What it means for you

This is only the start of talks, not a finished deal, so don't expect cheaper exports or imports right away.

Key numbers

  • $7.83 bn: India–Mexico trade, 2025-26
  • $5.73 bn: India's exports to Mexico, 2025-26
  • −9.11%: Fall in two-way trade from 2024-25
  • Up to 50%: Mexico's new tariffs on non-FTA countries

Both sides

  • Exporters: Lower duties on chosen goods would help them compete in Mexico against suppliers that already have preferential access.
  • Cautious observers: Signing terms of reference only starts the process; a deal may take a long time to finish.

Key terms explained

Preferential trade agreement
A pact in which countries cut duties on an agreed list of goods, not on all trade.
Rules of origin
Criteria that decide where a product was made, and so whether it qualifies for lower duties.

The story so far

  1. Jun 2025: PM Modi and President Sheinbaum meet at the G7 summit in Canada. Prime Minister Narendra Modi and Mexican President Claudia Sheinbaum met at the G7 summit in Canada and agreed to deepen the economic partnership.
  2. 1 Jan 2026: Mexico raises import duties to as much as 50% for countries without a trade deal. Mexico raised tariffs on about 1,463 tariff lines from around 5% to as high as 50% for countries without free trade deals with it, including India and China. Cars, textiles, footwear and chemicals were expected to be hit.
  3. Today: India and Mexico launch preferential trade agreement talks

Exam notes (UPSC, SSC, Banking, PSC)

  • A preferential trade agreement (PTA) lowers duties on a limited list of goods; a free trade agreement (FTA) covers substantially all trade.
  • India already has PTAs with Chile and with the South American bloc MERCOSUR.
  • Mexico is part of the USMCA trade pact with the United States and Canada, which replaced NAFTA in 2020.
  • Rules of origin decide which country a product officially comes from, so that only goods made in partner countries get lower duties.

Likely exam question: How does a preferential trade agreement differ from a free trade agreement? Why are rules of origin important?
