Omar Abdullah's cabinet reshuffle sparks a row over Jammu's share
In 60 seconds: Jammu and Kashmir Chief Minister Omar Abdullah inducted four National Conference MLAs as ministers and dropped independent Satish Sharma, a Jammu MLA. Lieutenant Governor Manoj Sinha administered the oath in Srinagar on Tuesday, taking the council of ministers to its maximum size. The BJP said the reshuffle shows bias against Jammu and Hindus. Deputy Chief Minister Surinder Choudhary accused the BJP of giving it a communal colour.
Why it matters
Balancing Jammu and the Kashmir Valley has always shaped J&K politics. With statehood still not restored, the size and make-up of the small ministry is closely watched.
Explain it simply
If a family has only nine chairs at the chai table, who sits where becomes a big question. J&K's ministry has room for just nine, including the Chief Minister.
The 3-minute read
What happened
The new ministers are Ali Mohammad Sagar (Khanyar), Shameema Firdous (Habba Kadal), Mir Saifullah (Trehgam) and Altaf Ahmad Wani 'Kaloo' (Pahalgam), all from the Kashmir Valley.
Background
Reports said Satish Sharma was dropped because he refused to join the National Conference. Congress, an ally, again declined to join the ministry until statehood is restored.
How it works
Under the J&K Reorganisation Act, 2019, the council of ministers cannot exceed 10% of the 90-member assembly, so it can have at most nine members including the Chief Minister.
What's next
The BJP has said it will keep raising the issue of Jammu's representation. Several NC MLAs who were left out have also voiced unhappiness.
What it means for you
Notice how a Union Territory with a legislature works differently from a state: the Lieutenant Governor, not a Governor, swears in ministers.
Key numbers
- 4: New ministers sworn in
- 9: Maximum ministers, including CM
- 90: Elected assembly seats
Both sides
- The BJP: The reshuffle leaves Jammu's plains and Hindus without fair representation.
- The government: It is committed to balanced development of all regions, and the BJP is giving the move a communal colour.
Key terms explained
- Lieutenant Governor
- The President's representative who heads the administration of a Union Territory.
- Council of ministers
- The Chief Minister and all ministers who together run the government.
The story so far
- 5 Aug 2019: Article 370 is effectively ended; J&K becomes a Union Territory. Parliament passed the Jammu and Kashmir Reorganisation Act, 2019, splitting the state into two Union Territories: J&K, with a legislature, and Ladakh, without one.
- 16 Oct 2024: Omar Abdullah sworn in as Chief Minister. After the 2024 assembly elections, the National Conference formed the first elected government of the Union Territory, with Congress supporting from outside the ministry.
- Today: Omar Abdullah adds four ministers; BJP alleges bias against Jammu
Exam notes (UPSC, SSC, Banking, PSC)
- The Jammu and Kashmir Reorganisation Act, 2019 created two Union Territories: J&K (with a legislature) and Ladakh (without one).
- In J&K the council of ministers is capped at 10% of the assembly's strength, as in Delhi under Article 239AA.
- For states, Article 164(1A), added by the 91st Amendment (2003), caps the council of ministers at 15% of the assembly.
- The Supreme Court upheld the abrogation of Article 370 in December 2023.
Likely exam question: How does the governance of a Union Territory with a legislature differ from that of a state? Discuss with reference to Jammu and Kashmir.
