Pure ethanol fuel E100 cleared for flex-fuel vehicles to cut oil imports
In 60 seconds: The road transport ministry on Monday approved E100, or pure ethanol, and E85 for flex-fuel vehicles, to cut India's costly crude oil imports. Only vehicles marked by makers as flex-fuel can use these fuels; existing cars cannot be modified to run beyond E20. The move comes as the West Asia crisis has sharply raised India's oil import bill.
Why it matters
India imports most of its oil. Fuel made from sugarcane and grains at home saves foreign exchange, supports farmers and can lower emissions.

What happened
A ministry notification says E85 (85% ethanol, 15% petrol) and E100 will be used only in vehicles certified as flex-fuel. The draft changes to the Central Motor Vehicles Rules, 1989 also cover B100 biodiesel and hydrogen-CNG blends.
Background
India already sells E20 petrol (20% ethanol, 80% petrol) nationwide. Flex-fuel engines are designed to run on much higher ethanol blends, unlike ordinary petrol engines.
How it works
The ministry also raised the weight limit to 3,500 kg from 3,000 kg for light petrol and diesel vehicles in emission tables and tests. Toyota, Tata Motors and Hyundai are developing flex-fuel models for India.

More flex-fuel models and pumps selling high-ethanol fuel will be needed before many drivers can benefit.

The story so far
- 2018: National Policy on Biofuels sets ethanol targets. The National Policy on Biofuels, 2018 encouraged ethanol made from sugarcane, grains and farm waste. An amendment in 2022 brought the 20% blending target forward to 2025.
- 2025: India reaches 20% ethanol blending in petrol. By 2025 petrol sold across India contained about 20% ethanol (E20), five years earlier than the original 2030 target.
- Jun 2026: First flex-fuel car launched in India. In June 2026 Maruti Suzuki launched the Wagon R Flex Fuel, India's first flex-fuel car, able to run on blends from E20 to E100.
