US Fed holds rates at 3.75–4% but two members vote for a hike; December rise likely

· Washington, DC, United States · Source: Fox Business / Admiral Markets, 28 Oct 2026

In 60 seconds: The US Federal Reserve kept its key interest rate unchanged at 3.75–4% on Wednesday in a 10-2 vote. Governor Lisa Cook and Cleveland Fed President Beth Hammack dissented, wanting a quarter-point hike, as higher oil prices keep inflation above the 2% target. Chair Kevin Warsh said inflation has been too high for nearly six years but gave no hint about December. Markets now see an over 80% chance of a hike then.

Why it matters

Higher US rates pull foreign money towards the dollar and away from markets like India, which can weaken a rupee already near 95 to the dollar and make imports costlier.

Explain it simply

If the bank next door starts paying more interest on deposits, savers move their money there. When US rates rise, global investors do the same with their dollars.

The 3-minute read

What happened

The Fed's statement said the economy 'is expanding at a strong pace' and that job growth has kept pace with the workforce. It was Warsh's fourth meeting as chair.

Background

The Fed raised rates by 25 basis points in September, its first hike since July 2023. Higher oil and gas prices this year have pushed inflation further from the 2% goal.

How it works

Cook's dissent was her first since joining the Fed's Board in 2022. Warsh said he does not believe in giving forward guidance and that politics played no role in the decision, a week before the US midterms.

What's next

The next Fed meeting is on 8–9 December. CME FedWatch put the chance of a 25 basis point hike then at 82.6%.

What it means for you

A stronger dollar can make foreign education, travel and imported goods costlier for Indians. For exams, compare how the Fed's FOMC and the RBI's Monetary Policy Committee set rates.

Key numbers

  • 3.75–4%: Fed's target range, unchanged
  • 10-2: Vote to hold rates
  • 82.6%: Market-implied chance of a December hike (CME FedWatch)

Both sides

  • Rate hawks: Inflation has stayed too high for too long, so the Fed should raise rates now rather than wait.
  • The majority: Earlier tightening is starting to work, and more information is needed before the next move.

Key terms explained

Dissent
A vote against the majority decision by a member of a policy committee.
Federal Reserve
The central bank of the United States, which sets US interest rates.

The story so far

  1. Jul 2023: Fed raises rates to 5.25–5.5%, a 22-year high. In July 2023 the Federal Reserve raised its key rate to 5.25–5.5% to fight post-pandemic inflation. It later cut rates as inflation eased.
  2. 16 Sep 2026: Fed raises rates by 0.25 points, its first hike since July 2023. With oil and fuel prices pushing inflation up, the Fed raised its target range by 25 basis points in September, the first increase in more than three years.
  3. Today: US Fed holds rates at 3.75–4% in a 10-2 vote; December hike seen likely

Exam notes (UPSC, SSC, Banking, PSC)

  • The US Federal Reserve was created in 1913 under the Federal Reserve Act; it has a dual mandate of maximum employment and stable prices.
  • The Federal Open Market Committee (FOMC) has 12 voting members: 7 Board governors, the New York Fed president and 4 rotating regional Fed presidents.
  • India's Monetary Policy Committee has six members and was set up under Section 45ZB of the RBI Act, 1934.
  • One basis point is 0.01 percentage point, so 25 basis points is a quarter of a percentage point.

Likely exam question: How do changes in US interest rates affect capital flows, the rupee and monetary policy in India?
